Automatic Transfer of Service

Bullet What is the Automatic Transfer of Service program?
In the Automatic Transfer of Service (ATS) program, electric and/or gas utility service is automatically transferred back into the landlord's name when a tenant takes service out of their name. The landlord never has to call DTE Energy to request the turn-on in their name. As an incentive to participate in the ATS program, the $5.00 new electric account charge is waived for all accounts transferred into the landlord's name.
Bullet How do I enroll in the Automatic Transfer of Service (ATS) program?
You can enroll online by first registering for Landlord Utility Manager and then enrolling the property in the ATS program using Landlord Utility Manager. To enroll by fax or mail, print and complete the enrollment form and fax it to 800.251.3542 or mail it to: DTE Energy, Attn: Correspondence, 4420 44th St. SE, Suite B, Grand Rapids, MI 49512-4011.
Bullet Are there any requirements for participating in the ATS program?
Yes; a landlord's account with DTE Energy must be current (i.e., cannot have a past-due balance).
Bullet Does DTE Energy still accept the yellow postcard tenant applications for the Automatic Transfer of Service program?
"Yellow cards" are no longer being accepted as a way of transferring electric or natural gas utility service to new tenants. You may submit an application to request a service transfer for your tenant through Landlord Utility Manager, or the tenant can call 800.477.4747.
Bullet If I sell my rental property do I have to remove it from the Automatic Transfer of Service program?
Yes. If you are a registered user of Landlord Utility Manager, you can remove the property online and a disconnect order will be issued. Currently, Landlord Utility Manager can only remove the property from the ATS program but cannot process a request to have the site remain on. To remove it by fax or mail, print and complete the authorization form and fax it to 800.251.3542 or mail it to DTE Energy, Attn: Correspondence, 4420 44th St. SE, Suite B, Grand Rapids, MI 49512-4011. A disconnect order will be issued unless the box labeled "remain on" is checked on the form. Check this box if you are removing the property from the ATS program, but will still own it.

Bullet What is Landlord Utility Manager?
Landlord Utility Manager is an online tool for landlords participating in the Automatic Transfer of Service program. It can be used to help tenants request or discontinue DTE Energy electric or gas utility service, obtain a report of apartments in the landlord's name, enroll or remove units from the Automatic Transfer of Service program and even enter meter readings when a tenant moves in or out, to help assure accurate billing. Landlord Utility Manager will even send you an e-mail each time a unit goes into your name or out of your name.
Bullet Are there any requirements for using Landlord Utility Manager?
Yes. Landlord Utility Manager is a tool for landlords participating in the Automatic Transfer of Service program. However, if you are not enrolled in the ATS program but would like to be, you can register for Landlord Utility Manager and then enroll your property online.
Bullet What are the computer system requirements to run Landlord Utility Manager?
Landlord Utility Manager can be accessed from any computer with Internet access. If using Microsoft Internet Explorer the browser must to 5.0 or higher and when using Netscape Navigator, 6.2 and higher.

Property Protection Plan

Bullet What is the Landlord-Tenant Property Protection Plan?
The Landlord-Tenant Property Protection Plan protects your real estate investment by notifying you anytime we send your tenant a service interruption notice, such as a shut off notice for non-payment. (The tenant must agree to this notification.) This does not mean you are responsible for paying the tenant's overdue bill; it simply notifies you of the service disconnection.
Bullet How do I enroll in the Landlord-Tenant Property Protection Plan?
Ask your tenant to complete the top portion of the enrollment form. After filling out the rest, fax it to 800.251.3542 or mail it to: DTE Energy, Attn: Correspondence, 4420 44th St. SE, Suite B, Grand Rapids, MI 49512-4011.
Bullet Should I enroll in the Automatic Transfer of Service program and the Landlord-Tenant Property Protection Plan?
The answer depends on your business needs as a landlord. The Automatic Transfer of Service program automatically transfers responsibility for utility service from the tenant to the landlord when the tenant moves out and requests service be disconnected. It also provides notification when billing responsibility changes from the tenant to the landlord or from the landlord to the tenant. The Landlord-Tenant Property Protection Plan requires the tenant's consent and provides notification to landlord subscribers when a disconnect notice is issued to a tenant, but before the disconnect actually occurs. Many landlords sign up for both programs.
Bullet Do I have to be enrolled in the Automatic Transfer of Service program in order to participate in the Landlord-Tenant Property Protection Program as well?
No. While many landlords sign up for both programs, some landlords only sign up for one or the other depending on their individual business needs.
